Not on its merits — peer review assesses the science. But formatting affects whether the paper reaches peer review at all. Editors can return a manuscript before review if submission guidelines have not been followed, and that decision is made without anyone evaluating the research.
Free-format policies remove formatting work at first submission, but they defer it rather than delete it. If the paper is invited for revision, the formatting is required then — usually against a deadline, and usually at the same time you are addressing reviewer comments. Doing the structural work early means revision is about the science.
Retargeting re-applies the new venue’s structural rules to the existing document rather than requiring a manual rebuild. This matters because papers are frequently resubmitted elsewhere after rejection, and reformatting by hand is where a great deal of time is lost.
It handles citation style and reference structure — how references are formatted, ordered and rendered for the target venue. It does not verify that a cited work says what you claim it says. That remains your responsibility as an author.
IEEE, Nature Portfolio, Elsevier and APA are the specifications currently targeted. The specifications reference sets out how they differ from one another and what each expects.
The writing environment is assembled from parts rather than fixed. Sections, reference handling and layout rules are configured independently, so the pieces you do not need stay out of the way instead of being worked around.
No, and it should not claim to. Validation covers structure and compliance — required sections, reference style, display item conventions. Judgements about the quality, novelty or correctness of your work belong to you, your co-authors and your reviewers.
